Home landline engaged tone

My home landline has no dial tone but has the engaged tone. I am able to dial out though. After getting nowhere with dialling 150 and using VM's website, both just keep me going in circles, I bought an inexpensive corded phone. 

Firstly I connected the new phone's wall to phone lead to my existing phone, problem remains, ergo old phone lead is OK. Next connect new phone to wall socket, problem remains, ergo my phone system (DECT) is OK.

An engineer arrived the other day and connected my phone to the router and had the switch over commissioned within a few minutes. Thanks for your assistance.
