HUB 3: INCOMING CALLS not coming through - again!!!!

INCOMING CALLS problem is a big problem - again. Most incoming calls now do not show who the caller is and when answered there is no tone. We have to check 1471 to find out who it was and to then call them back. Happens on incoming mobile and land line. Last time a VM Tech came out he could only suggest changing our phones - which we did and he also replaced the phone cable. We are waiting on the Emergency Backup Line hardware to be replaced (booked for 24th May) and hopefully this is the root of this lingering issue..... however its almost every incoming call again. Reported this a few years ago and it was fixed by a techie rebooting something at VM centre and that worked just fine. Here we are again though and its no use as we carers and need a 100% reliable line for doctor and hospital calls to be able to get through all the time. Anyone help with this one - please?
