Is this for landline service where the phone is connected to the wall or the landline services connected to the hub? Do out have anything else plugged into the landline service?

This plugs into the wall
and yes as i stated before I have run the test but it does not find any fault . When you try to make a call out no dailing tone but when you ring from another phone all you get is a engaged tone all the time .
