Elderly shielding parents phone dead. No way to contact Virgin for help.

My elderly parents who are also Virgin customers have no way to contact Virgin to report a fault. There phone is their main contact with the outside world as they are shielding due to age and severe underlying health issues.
Does anyone know how I can contact Virgin to report their fault for them? Twitter account ignores requests, 0345 number is is pointless. They have no computer (or email address), Virgin doesn't send them bills, so they have no online account or clue of their account number. I live in Yorkshire and they live 300 miles away in Wales.
It is urgent that I report their fault.
There are no service status issues in their area. They have no dial tone Their phone is plugged into the wall ok.
