Elderly neighbour, no phone, no internet - no personal alarm

Checked on a 90 year old friend and neighbour - VM customer London Area 15. Her router shows continually updating. She has no phone or internet and so her personal alarm is not working. I tried rebooting the router 3 times. Also checked connections and plugged her phone directly into the router (rather than through personal alarm). I have most of her VM details as I have helped her with issues previously - I may be a named person on her VM account.
Does she need an engineer visit or is there anything else I can try from her end?
