Ebul not working

Hi, an engineer left my ebul phone in my bin for me to plug in and sim was already installed, problem is when power was down the phone says mobile network in use but no dial tone and makes 3 beeps when I lift handset and trying to phone 111 or 101 the ebul is not connecting and has a full signal.

I'm not sure if the ebul sim card has been activated and would like this checked out as I don't keep very well and with power cut cause winds the emergency sim in ebul did not work.

Can this please be checked to see if the sim has been activated?
