We have a dead phone line and have an engineer coming to have a look in a couple of weeks. I believe it's something to do with the outside wires as my neighbour was doing some work on his side and may have done something to ours accidently. If this is the case, are we liable for a charge? It doesn't work but through no fault of ours and we can't use it. I could be completely wrong so I just want to know where I stand.

Sorry to hear about your phone line being cut.
We wouldn't usually charge for an engineer to fix a broken phone. We would only issue a charge if this is adjudged to have been broken with intention, a judgement that the technician will make when he visits the site and inspects the damage.
If the tech believe's that the installation of the cable was not completed to a satisfactory standard, by the technician and this has led to the damage being caused then the charge would be waived
