You can, but generally VM want to sell you bundles of services at a discounted price for each. As a result, they generally will make (say) a broadband only service price much more unattractive compared to a broadband and phone package for the duration of a contract.
What services do you want to have in the future?
If you are just after broadband only, and speed isn't a major determining factor, you should have a look around at other providers where you will get new customer pricing.
