Looks to me like a DDoS

can you put the hub in modem mode with a PC run another BQM allow in windows firewall inbound ICMP for remote IP 80.249.99.164.

When its bad change to modem mode with a PC make another BQM and allow ICMP from remote IP 80.249.99.164 and see what happens.
