latency packet loss major problems

Hi looking for help. About 3 months ago we upgraded to the 1 gig line with hub4 and ever since we have been unable to game online with it constantly having ping issues up to ad least 200 and constant packet loss around about 48%. Since then i have had 2 engineers out to the house both told me it was fixed and problem still there. Every time i call i go through the same questions being asked but don't seem bothered unless its full loss of internet. I have been in touch more times than i can count and have downgraded back to the 200mg line that i started with and still have the same problems. I'm at the point now that I'm having to look into having a second line installed by a different provider to use for gaming. The readings on my routers network log are:

So finally after waiting 3 weeks for a hub 3 to be sent out as i have been sent 3 power adaptors for hub 3 before that as i was told they messed up with the order codes its now here and set up. I'm monitoring it on BQM i can see a huge change on graph at the moment but to early to tell graph at the moment is:
