how to report very specific issue with network issue?

Basically, there is reddit post

it is clear that this is one single ISP - VM, which has issue.

How to report to tech this very specific issue?

We have the same but for Age of Empires 2. Virgin media, seems to be specifically in london

looks like some exit nodes have issue as if I ping google dns or anything like that - there is not a single dropped packet...

ANY idea how to report?

Might be worth trying out your connection now to see if it's any better. Just been in PUBG to test it out and not seen any high ping or packet loss warnings for a good couple of minutes, where as over the past few days it would be near enough instant.

tested previous pings, and what was giving ping time-outs now is stable.
