I pay for virgin 350 I can honestly say I've never seen those speeds even if I hardwire a laptop to the router. Infact the only time I saw that type of speed was when I was stood with the engineer during installation he then told me he needed to alter my "levels" highest I've seen is 300 on wired 220 on wireless but lately on my ps4 the ps4 speed test shows me that between 5pm and 10pm it only gets around 45mb on average on the odd occasion it will spring up to the late 200s but between 5 and 10 it's really low. My speeds on the ps4 hardwired outside of those hours vary between 100 and 300
A PS4 (or any console for that matter) isn’t an accurate way to speedtest.

Speeds are most likely dipping between those time due to them being the busyiest times of day for people going online and streaming and using the more bandwidth on the network.
The local network in your area may be suffering with over-utilisation, basically congestion, you can if you hang on here I'm sure somebody from the Virgin team will have a look at the network and confirm if this is the issue or not.
In the meantime, you could copy and paste the stats found at 192.168.0.1 click router status (don't login with password unless required) then copy all information from the tabs marked Downstream, Upstream and Network Logs, this will help is check if the signals coming to and from the hub are correct and help diagnose the issue faster.
Yes, congestion will limit the ammount of bandwidth available!
However you need to make sure that when the speed slows between 5PM - 10PM that it affects all devices on home network.
I would recommend running speedtest on Laptop/PC directly connected to Hub via Ethernet, if it shows same speed as Play Station then its likely a local network utilisation fault, however Play Station servers or the connections to them may be slowing down due to so many users trying to download from them.
When I plugged my laptop into the router using a 1 metre cat6 cable I was getting around 300 at best. During the days outside of these times that I earlier suggested. For example I was able to download call of duty World War 2 which is a 81 gig download in 40 minutes yesterday which is very fast. I'm confused as the ps4 download speed is now showing at around 250/270 but a 35 gig game is estimated to conclude in 3 hours its only moving up at 3 bytes per second. So its very slow despite the console showing that its receiving good speeds.
