The download as well as the upload speed

The download speed has been way below what it should be as well as the upload speed. This is broadband not WiFi.
Could this be due to living within a mile of a hospital and the bandwidth in this area is reduced to give the NHS priority?
I am a gamer and at the times I have stated, I find myself heading for a doorway and make my way through it only to suddenly face-plant the wall next to it etc. This only happens during the time period I have stated; it is so frustrating.
Yes I have done the following ....
1. Reset my P.C and updated drivers etc and made sure my NIC is set to full duplex.
2. Rebooted the modem/Hub
3. Reset the modem/Hub
4. Tried applications such as Jetboost & TCPOptimizer that help with connection/system maximisation.
5. Ran speed tests to Virgin Manchester and Virgin London using SpeedTest.net during the times I have stated. The results were very poor. Not what they used to be at all.
6. Ran a diagnostics test on the V.M site, says all is O.K when it's not.

I've got BT installation date for 18th may.

7 days and I'm done with this garbage.

If you are talking about DRI I also live just down the road from it too. My download and upload speeds are fine, it's just latency issues during peak times for me.

Yes I am referring to DRI. It's all affecting me, upload/download and latency; today it started at 2pm and is getting worse. I am in Wheatley just off Becket rd.

Yes I'm also off Beckett road. Been having issues for a while now and had no sign of a fix...

I saw this last week but no mention of Wheatley but being near the hospital should likely mean it will be prioritised at some point soon hopefully
