Packet loss makes internet unusable

I'm currently receiving packet loss of 50-90% which not only prevents me from streaming on twitch, but also playing any online games. I'm paying for the best package out there and receiving none of it.
I tried mailing, messaging support team, calling them (lines are shut). It's been 2 weeks so far and I had no answers. There's literally no support whatsoever. How can I fix this?
