Packet loss, internet cutting in/out

 
Keep having issues with Virgin, keep loosing connection to servers even though my internet is fine, sometimes the internet cuts out for a minute and comes back, so intermittent, had an engineer come round last year, sent new routers, been working fine for few months, back to the same problems over and over. Why can't it just work..?

As far as I'm aware, the downstream Power (dBmV) is too high, ideal numbers should be 0 if I'm not mistaken, I already had an engineer and they added a little adaptor that filters the levels down a little bit (3DB), but without it, its in the 14s, with it is still 11+, so I've bought a 10DB Coax Attenuator to try, which should put the numbers around 4ish, do you think that would work? Is there any downsides from using this and what other peoples experiences with them.
