I did have a super hub 2 in modem mode for a few years. Switched to the superhub 3 and same issues.
Decided to investigate and low and behold it looks like a mess

Latency looks terrible

Do you have the same set up with the Hub3.0 in modem mode?
Can you please try setting up a BQM and let us know the results

No packet loss I'm guess to the hub in router mode?
Spikes can be down to no QoS your end by a speed test or download or upload
BQM, Test for outgoing ports and SSL/L2TP VPN test

The BQM you posted mine clearly looks nothing like that. It's a mess with high latency. I had enough of this [REMOVED] services. I really want to change. It's not good enough
