Yes, you're quite correct.  The BQM shows classic over-utilisation, and the only logical conclusion is that nothing has been done other than issuing ever-changing fix dates.  But if people don't take their business elsewhere, why would VM feel obliged to behave differently?

You may want to investigate your options with other ISPs.

problem is im a uni student and my landlord will not switch provider when i asked so essentially i am **bleep**ed and cannot do anything 🙂
