Absolutely this, I currently can't use VOIP for work because my voice dips in and out, I can't use VOIP to talk to friends and family and to cap it all off when I want to unwind... I can't play anything online.
It doesn't matter if my download speed is 20mbps or 100mbps (like it's meant to be), if I'm getting 80-100+ms latency to a server in London from London and have between 10-15% packet loss.
