I've been having the same issue and up for renewal in Jan, but looking to leave. Its not just the congestion, if you do a traceroute its the stupid number of steps it takes to go to and from a game server that also creates problems.

Could you please expand on this so we can best advise? Is this happening via wired and wireless connections?
Have you set up a BQM to monitor the quality of the broadband? If not, please do so here. This will continually monitor the connection and any issues. We advise doing this for 24-28 hours in order to gather enough data.
