Can you check your connections reputation at https://www.akamai.com/us/en/clientrep-lookup/ if it comes up as a bad reputation then it is the system that Blizzard use that is blocking you, and you will need to contact them to remove the block or advice of how to improve the reputation, this is outside of what Virginmedia can help with.
Basically Blizzard are blocking you for some reason.
