unable to access email

I have been unable to access my old ntl email account for several months and keep getting 

the following message.

Your mailbox is not available at the moment.

Please retry again in one hour and make sure you are using the correct password to access your email from all of your devices.

please help

Is the email in question, on an active Virgin Media account?
