What happens if you try to send using the VM webmail page? https://mail2.virginmedia.com/

What email client are you seeing that orange error message in?

I have been cut off 3 times now when kn the phone to engineers regarding this,

Very sorry you're having this issue. 

Are you able to delete the email account from the device and re add it, let us know if it then works 🙂

One very quick and easy test you can try is this, can you send email from the device when NOT on your home wifi, ie on a different wifi network or over the 4G mobile network?

My iPad 4G will only send emails when on wifi. If I am on EE 4G they fail to send and stay in the outbox
