I'm trying to forward a recently received scam email to Royal mail's reportascam@royalmail.com scam report service but VM's spam filters are blocking it getting SPAM Content Found (VM603) error message whenever i try to send it.
how do i get around this?

The easiest way is to send the scam email as an attachment rather than simply forward it.
If you are using the VM webmail service it is easy enough to do that.
View the scam email in VM webmail, click of the 3 horizontal bars
and click on "save as file". That will save it as an .eml file which you can then attach to an email to the report as a scam email address.
That email and the file attachment should not be rejected as spam.
BTW, The spam settings in VM webmail account only relate to incoming emails not outgoing so there really is little point altering those.

the instructions from RM is to forward the email

- For suspicious emails, forward the email to reportascam@royalmail.com, do not click on any links or attachments and then delete if from your inbox.
but VM's system is blocking the forwarding

The method set out by coenoby explains how to forward the email to RM.
If you use an email client to access your emails select the option to forward as attachment when forwarding the email.

Forwarding as attachment is a way of forwarding your emails
Please do let us know if the steps that Coenoby has kindly advised to forward the email to Royal Mail has helped resolve this issue.

sending the email as an attachment still results in the error message:
Sending of the message failed.
An error occurred while sending mail. The mail server responded: SPAM Content Found (VM603) OIpYqq4fooBIWOIpYqTzxQ. Please check the message and try again.

Did you report the TVL email to report@phishing.gov.uk? That's actually the best place to report any pishing or scam emails, see here National Cyber Security Centre
Myself and a few of the forum VIP members have been discussing your post today and it does seem as if the report@phishing.gov.uk is exempt from VM's spam filtering.

Sorry to hear that this has also not worked for you when forwarding to the royal mail email.
As a work around it looks you can forward any concerning emails to report@phishing.gov.uk if needed.
I have raised this with the team to see if there is anything we can do at our side regarding this.
