Purpose of the blacklist function is to redirect those emails to your spam folder not to stop their delivery to your mailbox. If you wish to remove such emails from your mailbox consider using a filter rule instead.

Unfortunately, I have tried that in the past but they use random letters and numbers etc in their email addresses to overcome that.
But, even if they have a "normal" address, the problem is that virgin still put emails into my inbox even though they know they are on my blacklist which, in theory, shouldn't happen, they should be, from what you said, be redirected to my spam box.
Review ☰ > Settings > ▸ Email > Filter Rules list to make sure that either the Blacklist rule is the first entry or that none of preceding rules are set not to processes subsequent rules. Post back here if issue remains and I will flag to the forum team.
