I’m trying to contact Virgin Media so I can send in the documents that they’ve requested but so far I can’t even have a live chat with them

You are going to have to give a bit more detail or at least the context surrounding this but without giving any personal details 😉. For example whether this is in respect of a job application or perhaps these are legal documents concerning a bereavement.
The reason I ask that is that, whatever these documents are, they clearly need to be sent to the relevant department or individual in Virgin Media.
If you are unhappy about posting that information, you will need to wait until one of the VM Forum Team (VM employees who support this forum) picks up your post. They can contact you via the Forum's Private Message facility so that you can have a private conversation with them
If VM have requested you to send documents to them it seems surprising that they gave no advice as to how to do that.
Once you have given that context one of the Forum Team will hopefully be able to advise you.
