Have received email with subject heading ACTION REQUIRED: Mailbox storage Full

Is this a scam /phishing email? The constant message says - 

We regret to inform you that your mailbox quota has been exceeded. This means that you won't be able to receive or send emails until you make some space in your mailbox.

@Liz57laing  It must be a scam, not least because there is no facility to increase storage for VM email accounts.
