What was the solution? I have the same issue on one website.

I have cleared all cache and cookies etc but it still wont work!

The thread originally posted to here dealt with the specific issue of  accessing webmail and I do not believe that is the case here. If tis is correct then either post the site URL with which you are experiencing the 403 Forbidden Error here or contact the site operator to have issue corrected.
