have just started working from home and am unable to receive outlook emails through my surface pro via vm but if linked to my phone they come through any ideas ??

Sadly, thanks to Microsoft's confusing naming of their products "unable to receive outlook emails" could mean either:
As a starting point, I will take a guess and assume it is option 1) .
If the email app on your phone is receiving your VM emails ok I would suggest the first thing to do is to check the IMAP and SMTP settings in Outlook.
The easiest way to do that is via the Windows Control panel rather than using the File>Account settings route from the Outlook screen.

The Virgin Media recommended email settings for all VM domains are:

Outgoing server:
If the settings in Outlook are ok then it will need further investigation to track down the problem in Outlook so post back with what you find.

All the settings are as they should be, but to be honest it very much looks like that VM are blocking the emails for some reason.
I am not trying to access my VM email account which i do not use, just access my work emails which are office 365/ outlook based. Unfortunately i am not very technical when it comes to these things but i do seem to get by when issues occur.
If i connect via my phone then everything is fine, connect back to VM then i get the same message "outlook cannot synchronize subscribed folders for.........cannot connect to server"
I tried to contact VM yesterday for technical support but unfortunately they say to download the app etc

Sorry, it was not clear from your post that you were having trouble accessing your work emails so I just assumed it was your VM email account that was the issue.
There is no reason why VM would be blocking you from accessing the email servers for your work email. If Outlook can access your VM email account the error you are getting with your work email points to an issue with the Outlook email settings you are using for that email account.
My advice would be to check with your work / employer to confirm the email settings you need to use when you access their email server from home and then check that you have those set correctly in Outlook.
For example, the IMAP and SMTP servers you need to use will be those used by your employer not the Virginmedia.com servers and they may have different Port numbers to those for you VM email account. Also, the password will be the one you use for your work account not your VM password.
Once you have confirmed the correct settings you should make sure that you are using those exact settings in Outlook.
You could also try deleting your work email account from Outlook and then setting it up again. That often cures a multitude of problems.
Finally you have not given the Outlook error code you are seeing but the one that usually appears with that error text is 0800ccc0e. Here is a link with more advice on how to fix that error in Outlook:
