l need to set up a new email address,l'm not getting emails through from outlook
Not entirely clear from your post what you need/want to do but if you mean you want to create a new @virginmedia.com email address, this feature has now ceased for VM customers. Para 2 here

As @goslow has advised, we are no longer offering customers the chance to create new email accounts but we will continue to support all existing email accounts.
