Mailbox unavailable

I have a secondary account that we have been unable to access on any platform for over a week, we have changed passwords etc.  There is an important email we need to access but the message ‘Sorry your mailbox is unavailable try in an hour ...’ is permanently displayed.  Please help.  All other accounts are working ok.
