As an aside: Windows Live Mail reached End Of Support in January 2017, you should really consider switching to a fully supported email client.

I suspect that that since Friday 26th August 2022, Virgin Media have ceased to support the 'Windows Live Mail' client and I hope I'm wrong in saying this.  I say it because myself, and many of my clients, can no longer send or receive email using Windows Live Mail.  If this happens to be true, this is appalling in terms of Virgin Media not giving adequate advance notice to their customers, in terms of these changes, and not giving their clients adequate time to change their email client.  If they have simply changed it without prior notification then shows little regard for their customers.

Thanks for your comments however Virgin Media have not informed their clients that " as of dd/mm/yyyy" we will no longer be supporting xyz client

Did you follow any of the troubleshooting steps for Windows Live Mail suggested here: https://community.virginmedia.com/t5/Email/Emails-not-working-Error-0x800CCC0F/m-p/5105298 ?

It's also worth repeating, Windows Live Mail reached End Of Support in January 2017, you should really consider switching to a fully supported email client.

Fair enough but why are people experiencing problems sending and receiving emails since after Friday 26th August 2022 using Windows Live Mail?

VM's email client settings are completely blind to the client being used.  They should work with any current email client.

It isn't for VM to decide whether or not Windows Live Mail is supported, nor do they do so.

Check what version of WLM you are currently running as users can still use Windows Live Mail 2011 with non-Microsoft email accounts (but not Windows Live Mail 2012, as DeltaSync support was removed from it). If you have WLM 2012 you will have to replace it with WLM 2011.

Your system may have installed a windows update, specifically KB 3093594, which was only required if WLM required access to a Microsoft Outlook.com account upgraded to Outlook Mail (Preview).

Check to see if this update has been installed, and if it has been then remove it. See here for instructions https://www.tomsguide.com/how-to/how-to-uninstall-a-windows-10-update

The problem is not a fault with my Windows Desktop as I know of other people who have had exactly the same problem since Saturday 27th August 2022 and, to this day, still have the same problem.  The problems seems to be that the VirginMedia Server has had an issue with Windows Live Mail since last Saturday.
