Email rate limited despite implementing SPF, DKIM and DMARC

I'm trying to contact someone at Virgin Media about an issue affecting email delivery to Virgin Media customers (ntlworld.com, blueyonder.co.uk and virginmedia.com domains).  We're getting "hourly rate limit for your IP exceeded" messages.  Our email server is correctly configured to support SPF, DKIM and DMARC, as advised in:

Is there someone I can PM directly to discuss this?  It's REALLY hard to find any contact details from Virgin Media's web site in relation to this matter.

Internet security team are telling me this should be resolved.
