Pretty much yes. VM have not been very good at applying for their own T&Cs regarding closing orphaned accounts.
Since May 2022 they have withdrawn the facility for any customer to create a new VM email account.

Thanks for reply,
I tried the links, same log in page as I was using, tried again no change in message.
I had aready done everything on the "email has been hacked link".
Re the Virgin Broadband account, do you mean I need Virgin Broadband? I have never had it, and have had the email for some 20 years. Is this a recent change?I do have a Virgin media account, but cannot get into it either, as password doesn't work and I now can't change it.
Any ideas?

Virgin.net email addresses created in the old dial up days had to be moved to a VM broadband account for continued use once the dial up service was closed down around a decade ago.
