I've recently upgraded to windows 10 and with that my previous hard drive has been scrubbed. Now I'm realising that all the .pst and .ost files are gone. When I sign into outlook nothing populates.
Is there any kind of backup VM offers for this or am I royally boned?

Are you still a virginmedia customer ?
Are the emails in webmail at https://my.virginmedia.com/my-apps/email/mailbox ?
I am afraid that Virginmedia do not backup emails that is your responsibility, have you setup outlook to use the account ? You can find instructions of how to do this at https://www.virginmedia.com/help/virgin-media-configure-email-settings.

How was it scrubbed; if not well the data maybe recoverable?

The virgin media sign in shows some emails but not the bulk of them. It's not something I could continue with unfortunately.
I had formatted the drive. I've spent a good 15 hours working on data recovery and although I found the .pst files. They were sized at 256kb and seemed to be corrupt. Which isnt great.
At this point I dont actually think theres another means of fixing this mistake
Some of the emails are within his virgin media account but there was a good few that I believe stored locally in a .psd file within his computer
