Blocked email and unable to reset password

Virgin have blocked my husbands email, we are unable to change the password as saying answers to security questions are incorrect (which they are not) I am the main account holder but Virgin have made my husbands email the main email therefore unable to access bills etc, have tried to set him up on boards but can’t verify his email because can’t get into it.
