"Unserviceable" despite being in a block of flats with the vast majority connected

Hi there! 

So to cut a long story short, I've been told my property is "unserviceable" by Virgin Media despite the property being in a block of flats with basically everyone around us connected. 

Virgin Media boxes are literally visible next to everyone's front door... how does this make sense? 

There would be no need to drill/dig up road or whatever?

The problem is that quite often VM has been unable to get the wayleave from the landlord.

If flats are too high or un-accessible and are not already pre-wired for cable then they wont touch them.  In the beginning of Cabling they took more risks to try to get more customers, but not anymore.
