How do I get virgin to service the area I live in when they don’t have the area cabled. ( I have been asking them for over 10 years) 

I live in a heavily populated area just about a mile or so for a large city centre with the potential for 1000s of customers. Do they just not care?

If your area isn't cabled, the wider city is, and you've repeatedly asked before, then there's very little chance of it being cabled - VM will probably already have made an assessment of costs to lay cables (and importantly, all the network capacity & connectivity beyond the cables), expected take-up, and then whether that produces a pay-back.  Laying infrastructure in built up areas is a very tricky and expensive task, and relies on a high density of new customers.  If the calculations don't meet internal thresholds, it won't ever be cabled.

There's a few VM staff here will eventually pick up your post and advise if there's any known plans, but don't get your hopes up.
