I have a problem with rats burrowing from under the public pavement into my front garden.

They have twice gnawed through the pavement tarmac to create a hole - right next to the VM junction box. 

The local council have responded and filled in the tarmac. Only for it to be gnawed through again. I've told them it's rats. 

I've filled numerous holes in my garden with concrete and broken glass. They just dig another tunnel.

Are VM responsible for this?

rats are an environmental health issue, so you need to refer back to the council.
