Virgin CS tell me I need Virgin TV package which I don't want. It says pay a £35 fee for the box one off so why can't I have it with broadband only?

You should be able to add a stream box with a broadband connection AIUI

Quite possible you are experiencing some VM 'confusion' where the sales agent tries to upsell you a TV package rather than the stream box.
