I'm new to Virgin. TV start takes me through welcome, waiting.... Is this typical? Too long!

That sounds like the average start up time if you turn your box off. Which power setting do you have selected?
Go to Settings > System > Standby power consumption. You have 3 choices.
Fast start - the 360 starts quickly but is less energy efficient
Active start - more energy efficient than fast start but the box takes a little longer to start up
Eco start - the most energy efficient, it uses minimal power but takes a while to start.
The first two options are best if you have a mini box and want to watch a recording on it
I leave my box turned on so it downloads and installs any updates overnight. If I leave it turned off and an update is due it can take 5 to 10 minutes to boot up and install.

To add, VM TV boxes are designed to be left powered-up 24/7/365, with power-saving options as necessary.
Switching them off at the mains each night will cause issues with a missed update (or potentially a recording) sooner or later.
