Landline phone hacking

I was watching 'Rip Off Britain' (Series 7, Episode 14) on BBC1 this morning, and there was an item about a consumer whose landline had been "hacked at the exchange" and incurred a large bill for fraudulent calls made to Premium Rate numbers.

 

The victim's phone service provider was not disclosed, but they advised that most service providers can block this type of activity if requested. I presume this is through some sort of call barring process, and I believe that calls to Premium Rate numbers can be blocked by Virgin Media for a not-insignificant monthly 'charge' of £2.25!

 

Can someone please confirm if this kind of fraud a realistic possibility on the Virgin media network?
