Firstly I'd like to welcome you to the forums and say that I'm really sorry to hear that you're having some issues with your phone line at the moment.
I've done some testing on your line, and can see no reason why this should be the case. As you've already eliminated the phone by trying a different handset then I'd like to look into booking a technician to call out and investigate further, so I'll send you a private message in order to get the wheels in motion.
