ongoing fault


i wonder if someone can advise me on about my sons fibre connection in which he has had a ongoing fault for the past 6 months. He has been asking for updates on the situation for months but is getting nowhere 

he signed up for a years contract for 40mbps at £35 a month and his speeds have only been around 10 on average dropping down to 5 in the evenings. he has been told that the fault he has is widespread in egham where he lives and to not keep on inquiring and virgin will contact him if and when a fix is possible

what is his redress? should he still be paying £35 a month for this type of service ? it would be useful to tell him on what the fault is as it is not house specific but widespread in his area
