WS9 Oversubscribed?

Hi All

I am just curious how i would find out whether an area is over subscribed? 

If i test my internet before work (around 6.30am) it is ...ok about 40mb down 2.4 up on a 70mb package ... not what i pay for but i didn't really ask for 70mb anyway

When i actually come to use the service however after work it is around 4mb down 1mb up, which makes streaming netflix etc a pain.

I dont really watch virgin tv, i only have the package for the internet and phone really and because taking the TV off would save pennies. I am trying to find out if this is a long term problem (which means moving to sky )
