Unable to play on peak times

I've been with virgin for quite a while and this has always been a problem. I upgraded to the VIVID 200 precisely to stop this, but from around 6PM to 11/12PM on some days I can't play. My ping shows fine (20 to 30ms) but the game constantly lags. This happens in Rocket League. Is there any fix to this? It's quite ridiculous that I'm paying for this service and still get horrible experiences like this all the time.

If there is no fix, what's a good ISP to change to? Or one that at least doesn't enforce such ridiculous traffic management.

i have this issue to, at night i cannot play any games that are multiplayer. Virgin Media is throttling many users without them even knowing?
