I've been getting this error not always but sometimes when I run a connection test on my PS4. I've been told there is work going on in my area, I have no idea if any progress has been made and online gaming at night past 7pm is pretty much unplayable.
As stated by Jen_A here you are on a part of the network with capacity issues, which are due for review 13/04/2016. It is unlikely that you will see any improvement at peak times (4pm-11pm) until after that date and maybe not even then. The PM you got from Jen_A should have included a fault reference number which you can quote on here when you want an update, after 13/04/2016.
