I want to change my WAN IP address, so I connect my computer to my Virgin Media Modem directly, reboot, run CMD as admin, and enter the commands:
ipconfig /release (or ipconfig /flushdns)
The IP address changes successfully, as I visit the site http://www.ip-adress.com/ and I can clearly see that it has changed.
Now I reboot my D-Link DIR-615 Wireless Router and connect it to my Modem, and my computer to the Router, my WAN IP address changes back to what it was before.
I have also tried these commands, but still didn't help:
netsh winsock reset catalog
netsh int ip reset reset.log
Thanks for reading.

once logged into the dlink via http://192.168.0.1 username admin password left blank click on internet setup, and choose manual, and then press the button that says clone mac address, press on save settings, this tells the local router that the dlink is the same device as your PC/laptop.
