SMS mesages taking 1hr to arrive

Text messages to my phone are taking an hour to arrive which locks me out of all services that are setup to use two-factor authentication (banks, utlities etc).As usual it is impossible to find a way of raising this issue with a service desk.

No internet access on phone.
