I've taken notice that my downstream power levels are high since my last virgin media engineer visit (about a year ago) but never questioned if its a problem but will now. I read somewhere that it should below 10 and upstream power over 34. Would I need an engineer visit again?

Way too high. Either need adjusting at the street cabinet of a 10dbm forward path attenuator fitting, both are a technician’s job. Best wait for a VM staff member to get to your post.

Downstream power should be between -6 and +10, Upstream power between 34 and 51. QAM on Upstream should all be 64. That's what I go by anyway. It's a decent yardstick for most circuits.

Not having issues but as other members said power levels are not ideal and needs adjusting. Is an engineer needed?
