previous tenant still connected

Hi, has anyone had a similar issue of moving to a property where the previous tenant is still connected to VM and your account cannot be set up until they are disconnected? We moved 3 weeks ago and the previous tenant has still not disconnected, I have tried to go through my landlord to reach out to them but they still have not changed the address 

I have tried calling VM daily to get some sort of an update but keep being told the tenant hasn’t disconnected yet and to wait 24-48 hours but nothing is happening. Any help would be appreciated!
